appointed on 1st January, 1947, must be ascertained and he should convert at the appropriate point in the new scale as provided in the Hong Kong conversion arrangements. Any service or experience subse uent to 1st January, 1947, which a candidate may be allowed to reckon for incremental purposes should count in full for increments in the new scale.

(b) Transferred Officers.

It is the practice to allow Officers transferred to posts of equivalent status, provided such transfer does not involve promotion, to enter the service scale of his new post at a point corresponding to his length of service. In the case of an Officer transferred to Hong Kong, it will be necessary to ascertain the point at which he would have entered the old scale according to the length of his service in his former post (provided it is of corresponding status to his new post) on the 1st January, 1947, and he should convert to the new scale at the appropriate point as provided in the Hong Kong conversion arrangements. Service subsequent to the 1st January, 1947, should count in full any increments in the new Hong Kong scale.

Unless these rules are observed, many anomalies will arise, as Officers appointed to Hong Kong in future will be relatively better off than those at present serving there, i.e., they would enter the scale at a higher point than Officers with the same length of service, all of which had been in Hong Kong. In order to avoid referring every individual case to Hong Kong, we shall have to ask to be provided with copies of the conversion tables for all timescale

osts for which candidates are recorded in this country.
